If you already have an old account, we recommend that you reactivate that one rather than starting with a new account and no history. Open a thread in the Help Desk forum and we'll take it from there.

Also note that the system will automatically deactivate an a working account if the email address is later changed to an invalid address. It is impossible to have an account without a working email address. -dp

When posting the initial access request, you can't use a VPN or proxy. After you have been given full access, you are free to use any VPN. -dp
