now, about tiny countries, white americans and europeans were just as tall as everybody else not that long ago, it's only because of advances in modern nutrition and healthcare that they've gotten bigger

It's not mean or rude to call him tiny. I just looked at the clip that I mentioned. The older woman is 5'5, Frank is 5'3, and Josie is 5'2. The older woman even called them the smallest models.
He's making the best of his situation to a certain extent. He's lighter and shorter than average-sized women his age. It's easy for models to lift him. He found his niche.
Nah, some ethnicities are smaller than other ones due to genes. Of course, environment and heredity play roles, but the blueprint is there. White people dwarfed Northeast Asians in the past until the latter consumed more protein, but Southeast Asians are naturally smaller due to genes. On the other extreme, Polynesians are naturally larger due to genes.
