It's banned in Russia most likely because of the rampant intellectual property abuses and the fact that Russia disregards copyright and allows/encourages the piracy of content through numerous social media sites based in that country.

no, it's banned in Russia because clips4sale is in federal list of "bad resourses", so internet providers must block access to this sites...but..."The strictness of Russian laws is compensated by the non-mandatory nature of their implementation"
